UK's first sovereign frontier AI model aims to redefine regulated industry security

Cosine leads a coalition of UK businesses and public institutions to develop the country’s first sovereign frontier AI model, focused on security, governance, and data privacy for regulated sectors, with deployment targeted by 2026.

The case for sovereign AI

 

Cosine has pulled together a wide-ranging group of British businesses and public-facing institutions to help shape what it says will be the UK’s first sovereign frontier AI model, as the London-based lab seeks to position itself as an alternative for organisations that cannot easily use offshore systems for sensitive work. The project, called Lumen Sovereign, is being framed around regulated industries and secure deployment rather than general-purpose consumer use.

 

Bringing industry together

 

Among those involved in the design phase are Babcock International Group, BT, Lloyds Banking Group, LSEG, NatWest Group, PwC, Thales UK, Leonardo UK, BAE Systems and Telefónica Tech UK&I, with Era4, Haleon and The Alan Turing Institute also listed as coalition members. According to Cosine, the companies have signed memoranda of understanding to help define the model’s use cases, security standards and governance expectations.

 

Training AI on UK infrastructure

 

The model is due to be trained entirely on Isambard-AI, a supercomputer described as one of Europe’s most powerful, using compute allocated through the UK government’s £500m Sovereign AI programme. Cosine says it is aiming for deployment readiness by the end of 2026 and is building the system from the ground up, rather than adapting an existing open-source checkpoint. The company also says Lumen Sovereign is designed to run inside a customer’s own infrastructure, including air-gapped environments, with no external data transfer.

 

Designed for secure and sensitive environments

 

That pitch reflects a broader push among banks, defence contractors and other regulated firms to keep data and model operation within their own perimeter. Cosine says it has assembled one of the largest collections of domain-specific training data outside the major hyperscalers, covering more than 30 regulated workflows. The intended applications include cybersecurity testing, know your customer and anti-money laundering case review, clinical trial co-ordination, legal document review and healthcare administration.

 

Reducing dependence on overseas AI providers

 

Cosine co-founder and chief executive Alistair Pullen said vendor dependence creates security, continuity and cost risks, and argued that the new model is being built to address those concerns on UK soil. LSEG’s Emily Prince noted that trusted data, strong governance and secure deployment are central to adoption in regulated sectors, while NatWest’s Graham Smith said the project could help shape AI in a way that is both responsible and tied to practical customer needs. LSEG has separately said the initiative forms part of its wider work with UK government-backed AI programmes.
